Understand Your Electric Bill

Basic Fee: A monthly minimum fee is assessed for each location to pay a portion of the fixed costs for providing service regardless of energy used. Basic Fee may be prorated depending on start and stop service dates.

Kilowatt hour (kWh): Measures total energy consumed between last read date and current read date. Monthly there are 30 days per bill, plus or minus 2 days. Usage is then multiplied by the kWh rate to determine the kwh charge on the bill. Extreme weather drives usage and cost up.

Kilowatt (KW): A unit of measure for the rate at which an electrical device uses power. The higher the KW, the more electrical power is needed to operate the device. The KW reflected on the bill is peak average demand recorded by the PUD meter, for the 30-minute period of the location’s greatest use during the month. Not all rate classes are subject to demand charges.

For Homes

Residential & Farm

Availability

  • For single-phase use to all single-family residential or farm customers.
  • Service may be furnished through one meter to more than one single-family
    residence.  However, in computing bills for such services, the basic fee shall be
    multiplied by the number of single-family residences.

NET METERING

Availability

For Residential single-phase electric generating facilities with a nameplate rating of no greater than 100 kW to the electric distribution system over which Utility has jurisdiction.

Low-Income Elderly Discount (December-May)

Availability

The Low-Income Elderly Rate is available for single-phase use to single-family residential, farm, or tenant farm customers, age 62 or over. Total annual household income for a single person must be $50,400 or less, or a 2‑person household income of $57,600 or less. Certification will be made by Klickitat County Senior Services and requires annual enrollment. Annual enrollment is required for eligible residential customers. This discount shall not be combined with other special PUD rate programs, such as customer generation.

Service may be furnished through one meter to a single-family residence only.

Effective Date – For billings issued December 2024 to May 2025.

  • For all three- phase users whose annual consumption is zero kWh to less than 180,000 kWh during the previous calendar year.
  • For all single-phase users with an energy consumption of more than 15,000 kWh but less than 180,000 kWh during the previous calendar year.
  • For customers normally served by the PUD and supplied through a single meter and one point of delivery.
  • Agricultural irrigation, single-family residential, and single-family farm services are not eligible for this rate.

Should such measurement indicate that the average power factor is less than ninety-seven percent (97%), the demand may be increased by the percent which the average power factor is less than ninety-seven percent (97%) lagging.

Large General Service

Availability

  • For all users who had energy consumption greater than 180,000 kWh per year and below 1,000 average kW, and below 2,500 peak kWs during the previous calendar year.
  • For customers normally served by the PUD and supplied through a single meter and one point of delivery.
  • Agriculture irrigation not eligible for this rate.

Demand — The billing demand will be the kW as shown by or computed from the readings of the PUD demand meter, for the thirty (30) minute period of the consumer’s greatest use during the month.

Basic Fee — The basic fee will be assessed at the amount identified above for each service, unless a higher minimum has been established under the PUD’s Line Extension Policy No. 16.

Rate Periods — Are based on a customer’s monthly statement date.

Power Factor - The consumer agrees to maintain unity power factor as nearly as practicable. The PUD reserves the right to measure such power factor at any time. Should such measurement indicate that the average power factor is less than ninety-seven percent (97%), the demand may be increased by the percent which the average power factor is less than ninety-seven percent (97%) lagging.

Industrial Service

An Industrial Customer is defined as having loads greater than 1,000 average kW and above 2,500 peak kW.

The Industrial Service Rate will be a negotiated contract between the individual industrial customer and Klickitat PUD.

Irrigation

Irrigation Service

Availability — Power will be available for use on a continuous basis for irrigation pumping, subject to the PUD’s Consumer Service Policy. 

Type of Service — Three phase, 60 cycle, at available secondary voltage to apply water to agricultural crops. At the discretion of the PUD, single-phase service may be furnished, provided that the motor is not in excess of ten horsepower (10 hp). All agricultural irrigation loads will be billed on an irrigation rate.

Minimum Annual Charge

    Single Phase:            $ 247.83

    Three Phase:             $ 578.31

Energy Charge

    All kWh’s:                   $ 0.0611/kWh

Demand Charge

     All kW:             $ 13.86 per kW

Demand — The demand billed will be the kW as shown by or computed from readings of the PUD demand meter for a 30-minute period of the consumer’s greatest use during the month.

Payment — The demand and kilowatt-hour usage will be billed in monthly installments, according to usage.  

Power Factor — The consumer agrees to maintain unity power factor as nearly as practicable. The PUD reserves the right to measure such power factor at any time. Should such measurement indicate that the average power factor is less than ninety-seven percent (97%), the demand may be increased by the percent which the average power factor is less than ninety-seven percent (97%) lagging.  

Customer Service Policy — The kW and kWh usage will be billed in monthly installments, according to usage.  Service under this schedule is subject to the Consumer Service Policy [PDF] of the PUD.

Effective — The rates on this schedule are effective on all bills issued after January 1, 2025.

Irrigation Time of Use

Availability

Power will be available for use on a continuous basis for irrigation pumping, subject to the PUD’s Consumer Service Policy.

Type of Service -

Three-phase, 60 cycle, at available secondary voltage to apply water to agricultural crops. (Irrigators may change schedules, if they are eligible, no more than once each year) All agricultural irrigation loads will be billed on an irrigation rate.

Should such measurements indicate that the average power factor is less than ninety-seven percent (97%), the kW, for billing purposes, shall be increased by the percent, which the average power factor is less than ninety-seven percent (97%) lagging.

Outdoor Lighting

There are a few options for KPUD-installed security/yard lighting. The requirements are that the lights can only be installed on a KPUD pole, must be installed prior to the meter, and you must sign a 10-year lighting contract. If you have a location in mind that fits your needs and our requirements, then please contact one of our Klickitat PUD engineers and we will be happy to get the process started for you.

Street light contracts are already in place in some cities. However, if a city would like to look into the option of city-contracted street lights, please contact the KPUD Engineering Department for details. Contracts vary by city and types of lights installed.

Availability

Applicable to service for street lighting systems, including street lighting, signal systems and roadway and park lighting for a term of not less than ten years.

Additional Street Lights — Any additional street lights requested will be billed at the standard rate. The PUD will determine the necessary improvements and install them as part of the basic rate. Anything extra (underground, steel or ornamental standards, or ornamental lights) will be paid for as aid-in-construction contribution prior to installation of the light. Glenwood Induction Lights are under a 20 year contract and future Glenwood Street light addition rates are to be determined by engineering.

Area Lighting — Whenever a customer desires to have a light installed at his house or place of business the monthly charge is to be paid by the customer directly, the PUD will furnish and install the light fixture, associated equipment, and one (1) span of overhead street wire or photo cell.

Should a pole, relay, underground wire, transformer or any additional facilities be necessary, these facilities will be supplied and installed by the PUD at the expense of the customer who desires the light.

The customer will be required to sign a ten (10) year contract covering the monthly charge for the light. This monthly charge will be in accordance with the PUD rate schedule that may be adjusted from time to time by action of the Board of Commissioners of the PUD.

City of Goldendale will be billed directly for all operating, maintenance and replacement costs, plus applicable overhead and administration costs associated with these lights existing in the future.

Transportation Improvement Board (TIB) Grants

Goldendale, Bingen and White Salmon applied for and received grants focused on energy savings and covered the costs of the new lighting fixtures including installation. KPUD and City officials evaluated lighting and installation options, and selected common fixtures that are compliant with the latest dark-sky standards for LED lighting.

Unmetered Service

This rate is available to customers with equipment which is unmetered for the convenience and mutual benefit of the customer and KPUD.

Availability

  • In all territory served by the District

Monthly Rate

The customer will be placed in a Monthly Rate Tier as determined by the District after conducting an analysis of the monthly kWh usage based on the type, rating and quantity of the equipment serviced at the location.
  • Tier One Rate (0–250 kWh): $51.83

  • Tier Two Rate (251–500 kWh): $80.67

  • Tier Three Rate (501–750 kWh): $110.10

  • Tier Four Rate (>751 kWh): $139.50                   

Applicable

  • This rate is available to customers with equipment which is unmetered for the convenience and mutual benefit of the customer and KPUD.
  • Examples of equipment that may qualify for unmetered services include but are not limited to: railroad signals, pole mounted power supplies, amplifiers, billboards, unmetered telephone services, cathodic protection units, wireless antenna and related equipment, community antenna television and video systems, cable TV power supplies, and other small loads that can be reasonably estimated, and KPUD has determined that a metered service is not feasible.
  • Customer shall provide written inventory of all equipment, including the type and nameplate rating for each piece of equipment. Customer shall inform KPUD in writing of any changes in type, rating and/or quantity of equipment and billing will be adjusted accordingly.
  • Customer shall provide KPUD with an updated inventory of all equipment at each point of service on an annual basis.
  • KPUD reserves the right to visually inspect equipment at each point of service at any time and make any billing adjustments that may be necessary.
